Can tank heaters be treated as flexible wind loads independently of their required mixing?

The short answer

Only when the actual design permits independent operation. Mixing or circulation can provide the heat transfer and temperature distribution needed for the heater's approved duty. The tank's average temperature does not show conditions beside a heating surface. Wind-based heater dispatch must preserve the specific equipment and process permissions, including any required fluid movement.

Find the heat-transfer dependency

Ask the heater and process designers whether natural circulation is sufficient or a particular powered mixing/circulation function is required. Record the actual permissives, sensor locations and accepted operating modes. Watlow describes how circulation and sensor position affect gradients and response. That explanation is not a universal requirement for every tank or permission to copy another installation's arrangement.

Compare local and bulk conditions

A bulk sensor can respond differently from the liquid next to an element or an unmixed region. Reducing mixing input may therefore change the accepted heater duty even when the displayed average appears satisfactory. Do not assume that a lower heater setting automatically permits loss of every dependent auxiliary. The qualified process team must evaluate the actual material and heat-transfer state.

A mixer-ready command and confirmed circulation are different evidence. Use the actual supported permissive or completion information when determining whether a heater state was accepted by the plant controls.

Define an accepted combined load

Model heater, required mixing and controls as the approved functional group, while retaining their separate electrical measurements. Include only once any auxiliary already inside a tank-system meter. Ask what supported demand request the energy manager may issue and what happens when the required mixing function is unavailable. Give that combined state profile to the wind supplier. This page provides no mixing speed, immersion level or protective-setting procedure and establishes no MARSTON process-control interface. Useful wind consumption must correspond to an accepted heating service, not merely an energized element.
