How should a wind equipment bill of materials be frozen before production?

The short answer

Freeze the bill of materials at an agreed revision linked to the accepted configuration, then require relevant substitutions to enter a controlled change process. A freeze is a traceable baseline, not a claim that every commodity item can never change. Define which component identities and interfaces require approval before production proceeds.

Create a usable baseline

Identify the assembly, applicable drawing revisions, component references and quantities at the disclosure depth agreed for the project. Include part revisions where they affect interchangeability, test evidence or service requirements. Reconcile the bill of materials with the quotation and inspection plan. If a model includes different optional controllers or converters, record the option actually purchased. Do not treat an earlier project configuration or an illustrative sales diagram as the manufacturing bill for the present order.

Assess a proposed substitution

Ask the supplier to state why the change is proposed and compare affected dimensions, ratings, interfaces, instructions and support arrangements using applicable evidence. Identify who must accept the change and which tests or documents need revision. Equal nominal capacity or a familiar brand name does not establish equivalence. Where the evidence is incomplete, preserve the unresolved item and hold the affected release rather than silently replacing the original part reference in the register.

Reconcile delivered and installed identity

After manufacture, compare the agreed baseline with the as-supplied component record. Carry approved changes into spare-part lists, manuals and asset records. Preserve obsolete references to support future fault investigations and replacement discussions. The final deliverable should explain which configuration was bought, which changes were authorized and what arrived. This gives the operator a reliable starting point for service without assuming that all parts within a product family are interchangeable across different revisions.
