Small wind / Buyer questions
Purchasing and delivery
How should a buyer compare technical deviations in wind equipment bids?
The short answer
Use a deviation register beside the price comparison. Each bidder should identify the requirement it cannot meet, the offered alternative, supporting evidence and resulting responsibility. An unmarked blank is an unanswered item; it should not automatically be treated as either compliance or a harmless exclusion.
Compare departures by consequence
Start with a common requirement list and assign stable identifiers. Separate technical departures, omitted services, conditional offers and unresolved information. Ask bidders to explain whether the departure affects an interface, delivery milestone, installation activity or acceptance test. Comparing the number of deviations alone is misleading: a single unresolved tower interface may matter more than several editorial document differences. The buyer's engineering team should describe the consequence before procurement assigns a commercial treatment.
Close the alternative solution
For an offered substitute, request the relevant drawings, operating limitations and test or compatibility evidence. Record which other suppliers must review the change. A claim that an alternative is better does not close the original requirement unless the agreed acceptance basis changes with it. If information is still missing, show the item as open and identify the next decision and owner. Do not turn a pending answer into an assumed performance figure in the comparison spreadsheet.
Carry accepted deviations into the order
Record the final disposition as accepted, rejected, withdrawn or awaiting information, together with its approving party and date. Include accepted departures in the purchased configuration and inspection scope. Retain rejected alternatives so they cannot reappear unnoticed during manufacture. This approach produces a defensible bid comparison with visible uncertainty. It also helps a supplier quote the actual project requirement rather than an artificial all-compliant package whose missing scope becomes apparent only after delivery.
