Can an anchor template keep the bolt circle correct but still leave the tower base unfit?

The short answer

Yes. A template can control anchor positions at one plane while allowing inclination, cage distortion or elevation error elsewhere. The tower base needs compatible three-dimensional anchor geometry. Correct spacing at the template alone does not prove that rods pass through the plate correctly or seat nuts and washers in the intended load-bearing arrangement.

Check what the template actually restrains

The template’s location and stiffness determine which movements it limits during cage handling and concrete placement. Long rods can move below it, while the template itself can bend or rotate if inadequately supported.

Two rods that have the correct spacing at one height can be farther apart at another if they are inclined. The mismatch becomes visible only when compared with the real plate thickness and hole geometry.

Relate inclination to force transfer

An inclined rod may create uneven washer or nut contact and introduce bending alongside the intended axial tension. Forcing a plate over the rods can also conceal damage or residual stress rather than restore the designed geometry.

Larger holes do not automatically solve the problem. Hole clearances, washers, plate bearing and anchor force transfer belong to one assessed connection detail, not independent fit adjustments selected during erection.

Assess a complete geometric fit

Before tower erection, compare rod position at relevant elevations, inclination, projection and pedestal datum with the approved interface geometry. This is a physical fit assessment; it adds to, rather than repeats, the question of when a survey record should be created.

If a mismatch is established, obtain an engineered disposition. Do not bend anchors, enlarge holes or pull the plate into place using its fasteners without authorization. The useful decision is whether the actual base connection can carry its intended loads with proper seating, not whether a circle measured at one plane matches a nominal diameter.
