Should curtailed wind energy receive the same financial value as consumed wind energy?
The short answer
Curtailed energy should not automatically receive the same value as energy that displaces a purchase or earns documented revenue. A resource opportunity is not necessarily a usable energy flow. The project model needs to distinguish what is generated, delivered, stored, exported or restricted under the actual arrangement.
Define the curtailment boundary
Record whether curtailment is a modelled reduction in potential generation, an operating limit or a measured state. Estimated energy that could have been generated is different from metered electricity. Keep the calculation method and uncertainty attached to any lost-opportunity estimate.
Also distinguish curtailment from conversion losses and equipment faults. Combining them into one unexplained percentage can hide the reason the project cannot use its apparent resource.
Value only an evidenced route
Apply the relevant avoided cost or revenue to energy that actually follows that route. If surplus can be stored or redirected to a useful process, include the necessary equipment, operating limits and losses. Do not assume a new use exists merely because energy would otherwise be curtailed.
Any contractual compensation for restrictions must come from the actual arrangements and qualified review. A generic wind-energy discussion does not establish an entitlement to payment.
Use the result to compare configurations
Compare turbine sizes and integration options on incremental useful value, not just gross annual kWh. A larger resource opportunity can have limited additional value if it mainly increases restricted periods. A smaller or different project may better match the site.
The handover should show each energy category, value basis and uncertainty. This gives the buyer a transparent commercial comparison while avoiding a claim that every potential wind kWh earns the site's retail electricity price or produces a measured saving.
