Small wind / Buyer questions
Purchasing and delivery
How should handover documents be linked to individual wind project assets?
The short answer
Build an asset-document index that connects the installed equipment identity and revision to its applicable drawings, manuals, tests and service references. Use stable identifiers and preserve superseded history. A folder named turbine documents is insufficient when several assets, optional components or configuration changes make it unclear which instructions apply to a particular physical installation.
Start from the installed asset list
List the turbine and relevant supplied assemblies at the agreed level of detail, with serial or other approved identifiers. Reconcile the list with commissioning and as-supplied records. Assign each asset its applicable document references and revision status. Where one manual covers a family of products, identify the option or section that applies. Do not assume that a drawing in the latest email is the installed baseline or that one model name adequately describes every component in the system.
Make the index usable in service
Provide clear titles, file locations, revision identifiers and the document's purpose. Separate current operating references from historic proposals and rejected alternatives. Link test and inspection evidence where it supports that asset's condition or acceptance. Check that users can open representative files with their authorized tools. An index can point to controlled records stored elsewhere, but access and retention need to be practical. A broken link is not a usable instruction even if the spreadsheet row is marked complete.
Control changes after handover
When equipment, instructions or approved settings change, update the relevant asset-document relationships while retaining the earlier history. Assign an owner for index maintenance and a route for reporting discrepancies. Record who can approve current document status. The index should help a technician identify the right evidence quickly without authorizing design changes or expanding access rights by itself. It is a navigation and configuration-control tool whose accuracy depends on reconciliation with the actual installed equipment over time.
