Who should verify how wind equipment is restrained for transport?

The short answer

Assign packing and cargo securing verification to a competent party using the actual load, transport unit and expected route. Identify who prepares the arrangement, who checks it and who authorizes loading. The equipment supplier, freight forwarder and packer should not each assume that another party has addressed restraint design or transport compatibility.

Define the cargo and journey

Provide final package masses, dimensions, centers of gravity where relevant, support restrictions and the proposed transport modes. Identify intermediate handling and any repacking. Cargo securing depends on the actual arrangement and foreseeable transport conditions, so a photograph of a previous shipment is not automatically a valid design reference. Ask whether the chosen container, trailer or frame has the necessary usable space and attachment provisions. Keep equipment-specific restrictions available to the party responsible for the securing assessment.

Allocate the technical responsibility

Record who selects blocking, bracing, restraints and attachment points and what verification documents the buyer will receive. The CTU Code provides international practice guidance on packing transport units; its existence does not mean every shipment has been checked against an adequate plan. Agree how the packer handles changes in package arrangement. A driver accepting cargo or a forwarder booking freight should not be interpreted as a universal engineering approval of every internal restraint detail.

Close loading with actual evidence

Reconcile the loaded arrangement with the plan and retain its inspection record, photographs and stated deviations. Have discrepancies assessed before the consignment moves when possible. If the transport method changes, confirm whether another securing review is required. The buyer's role is to establish an accountable evidence path, not to design restraints from a generic FAQ. Competent people must determine the appropriate solution for the cargo, equipment limits and legal requirements applicable to that specific movement.
