Should grid curtailment be counted as a weak wind-resource period?

The short answer

Grid curtailment is an operating restriction, not evidence that the wind resource was weak. A turbine can have available wind while being instructed or required to reduce output. Record the resource, restriction and actual output separately so an energy assessment can explain the difference without changing the underlying weather record.

Identify the restricted operating state

Keep the event time, reason, applicable limit and evidence of the restriction where available. Distinguish grid constraints, site export limits, equipment faults and planned stoppages. These may all reduce output but imply different project risks and responsibilities.

Do not infer curtailment solely because measured power is lower than expected. The diagnosis needs supporting state, instruction or interface evidence and a suitable comparison method.

Preserve the resource record

Continue to retain valid wind measurements during restricted periods. If the energy analysis estimates generation opportunity, show the method and uncertainty separately from actual delivered energy. An estimated opportunity is not metered production.

Avoid removing curtailed periods from a wind-speed distribution simply to improve the apparent fit between wind and power. That can bias the inferred resource and hide a real limitation of the project's usable generation.

Use the right result for each decision

Resource assessment, equipment performance and commercial value require different boundaries. A site can have credible gross energy potential while producing less useful energy because restrictions occur during important wind periods. Future restrictions should therefore be represented explicitly in project scenarios.

The handover should show measured production, restriction records and any estimated lost opportunity with their definitions. This helps the buyer understand whether improving the resource estimate, changing the system arrangement or accepting a lower usable-energy case is the relevant next step.
