Does collecting site measurements automatically make a forecast better than a wind map?
The short answer
On-site measurements can improve a resource assessment when they represent the proposed turbine exposure and are collected and interpreted properly. Merely installing a sensor does not guarantee a better forecast than a regional model. Poor placement, configuration errors or an unrepresentative period can introduce a misleading local record.
Assess what the instrument actually observed
Record its position, height, installation geometry and configuration. Check calibration, valid coverage and quality flags. A sensor sheltered beside an accessible building may measure that sheltered position accurately while failing to represent the proposed rotor location.
Separate instrument accuracy from site representativeness. Improving one does not automatically resolve the other, and neither alone establishes the annual conditions relevant to the purchase decision.
Compare evidence rather than labels
Review the map's height, resolution and source period alongside the measurement's actual coverage. Use disagreements to identify possible local effects, data problems or period differences. Do not declare the measured value correct simply because it came from the site.
A suitable long-term interpretation may combine local observations and external context. The method should explain how each source contributes and what uncertainty remains, rather than replacing one unsupported number with another.
Target improvements at the material gap
If local exposure is the main uncertainty, a better-positioned instrument may help more than extending an unsuitable setup. If seasonal representativeness is missing, a brief accurate record may still need a longer period or supported reference treatment.
The deliverable should describe the evidence strengths and limitations and show how they affect the decision. This lets the buyer choose proportionate further work without assuming that the existence of a monitoring mast has already validated annual energy, equipment suitability or the economics of the proposed system.
