Can a dedicated load transformer consume electricity when all downstream machines are off?

The short answer

Yes. An energized transformer can have no-load losses even when downstream machines draw no useful load. Those losses are different from load-dependent winding losses. The site's residual input should therefore be traced before attributing it to productive equipment or assuming that a machine shutdown removes the whole branch's electricity use.

Identify the energized boundary

Record the transformer and upstream/downstream meter positions using existing accepted documents. Determine which other loads remain connected. DOE's transformer analysis distinguishes energized no-load loss from load-related loss; it supplies no universal loss for this installation. Do not infer the loss from transformer kVA or treat an apparent-current reading as active watts without an appropriate measurement definition.

Account for actual energized duration

Hypothetically, a supported no-load loss of 80 W over 100 energized hours corresponds to 8 kWh. The assumed value is not a transformer specification. If an upstream meter already includes it, do not add another 8 kWh. Keep any standby electronics or controls separately identified so that the entire observed residual is not automatically assigned to the transformer.

Distinguish the transformer being unloaded from being de-energized in the operating record. A zero downstream production counter proves neither state and should not be used to erase the upstream residual input.

Compare accepted operating arrangements

The responsible electrical designer should assess any proposal to change transformer operating states, including required service, startup and protection. This page gives no switching instruction or recommendation to de-energize equipment. First establish the present and intended future electrical baseline; then assess wind against the accepted total. A turbine supplying a residual loss does not turn that loss into productive output. Provide transformer identity, meter definitions and actual operating periods in the enquiry. No MARSTON transformer interface, no-load efficiency or permission to modify the site's electrical architecture is implied.
