Should an unused EV charger's standby energy count as vehicle charging?

The short answer

It should appear in the site's energy total, but separately from energy delivered for vehicle charging. A station can power communications, displays and other functions without transferring energy to a vehicle. Counting every charger-input kWh as transport energy can exaggerate useful charging, particularly where vehicles occupy the station for only a small part of the year.

Identify the non-transfer states

Distinguish no vehicle connected, vehicle connected but unavailable, ready without transfer and active charging. Obtain measured input or applicable manufacturer evidence for the actual networking, display and environmental features. ENERGY STAR defines separate operating states for assessment; those definitions do not supply this station's consumption or establish that every manufacturer's sleep mode behaves identically.

Keep overhead and output on separate lines

Hypothetically, an unused station drawing 12 W for 500 hours consumes 6 kWh. This is a site electrical load, not 6 kWh added to a vehicle battery. The value is invented, not a standby rating. If the main charger meter includes both active and idle consumption, do not add the 6 kWh again when reconciling its total.

A useful comparison can report energy per vehicle session and energy per available station-hour separately. This makes a lightly used station's readiness overhead visible without assigning it to an imaginary extra charging session.

Choose an appropriate charging-service comparison

Compare alternative stations or supported standby policies using the same required availability and vehicle service. A lower-input sleep state may have a wake delay or different networking behavior that the operator must accept. Do not keep an unnecessary charger awake merely to increase wind self-consumption. For a wind enquiry, provide non-transfer hours, station input by state and the useful charging record. Report the wind contribution to station overhead separately from vehicle energy, while leaving EVSE capability and any independent-power supply arrangement subject to documented integration review.
