Small wind / Buyer questions
Site and operations
Which baseline condition records should a wind turbine handover include?
The short answer
Keep a dated baseline that identifies the supplied equipment and the condition observations accepted at handover. Photographs are useful when they have a clear location, direction and asset reference, and are linked to the relevant inspection or commissioning record. They support later comparisons but do not replace specified measurements, tests or acceptance decisions. The required records should be agreed for the actual installation and supply scope.
Build records that can be compared later
A close photograph of an unidentified surface is difficult to use years later. Pair detail views with an orientation view or location label so a future inspector can find the same area. Record the date, equipment identity and any limitation that affected the observation.
Where the applicable procedure calls for measurements or test results, retain their units, reference conditions and document revision. A visually tidy assembly does not demonstrate that every technical acceptance criterion has been met.
Keep different evidence types together
| Record | Later use |
|---|---|
| Equipment and revision list | Locate the applicable manuals and parts records. |
| Labelled condition photographs | Compare visible changes at the same location. |
| Required measurements and test records | Compare defined quantities under stated conditions. |
| Open-item register | Distinguish accepted condition from unfinished work. |
Mark an inaccessible or unobserved area as such rather than implying complete inspection coverage.
Agree who owns the record after commissioning
The operator should know where the final records are stored and which party answers questions about them. Keep the agreed installation configuration separate from later alterations and repairs. A future replacement part or control change should not overwrite the original baseline without a change record.
This is a documentation planning task, not a commissioning procedure. It does not authorize energisation or set inspection criteria. For a MARSTON project, clarify which records come with equipment supply and which are produced by local tower, foundation, installation and commissioning parties.
