Which command should win when local and remote wind controls disagree?

The short answer

Define a command hierarchy that preserves protective and local service constraints. A remote start or optimization request must not silently override a local stop or other higher-priority condition established by the design.

Understand the interface decision

Local panels, plant controllers and remote monitoring systems can issue commands through different paths. Without explicit arbitration, operators may believe they control the turbine while another system changes its state. The required hierarchy also needs clear feedback so each control station understands why a request was refused.

A rotating wind turbine can retain mechanical input while electrical conditions change. Define the complete control action and energy destination together. A component-level response is only one part of the system-level protective function being assessed.

Put these inputs in the review record

Use a project-specific worksheet to capture the following information. For each entry, name the document, revision and person responsible for resolving any uncertainty.

  • All command sources and the functions they may request. Identify the exact configuration and the supporting document.
  • Priority rules for protective, local, automatic and remote commands. Keep the design assumptions visible in the project record.
  • Mode-selection permissions and how active authority is indicated. Name the responsible reviewer and resolve any missing information.
  • Behavior for conflicting commands or loss of a command channel. State how this entry will be verified during acceptance.

Define the acceptance boundary

Accept a written command-priority matrix and test the relevant conflicts. A successful remote start test alone does not demonstrate arbitration. The required local restrictions must remain effective under the approved remote operating mode.

The operator display should distinguish “command received” from “command accepted” and “action complete.” This reduces ambiguity during commissioning and helps prevent repeated requests that conflict with an active local service condition.
