Does a site with severe storms necessarily offer good annual wind energy?

The short answer

A storm-prone site does not necessarily have good annual wind energy. Extreme-wind exposure concerns the conditions equipment and structures must withstand. Energy potential depends on the frequency of wind conditions across the operating range and on how much generation can be used. Neither assessment substitutes for the other.

Create separate resource and environmental records

Record the best available evidence for ordinary wind conditions and for extremes with their definitions, heights and averaging periods. A gust statistic and an annual mean are not interchangeable inputs.

Ask a qualified designer which site conditions and applicable requirements govern the proposed equipment and structure. Do not extrapolate a survival rating into a promise that a turbine will generate continuously through severe weather. The actual protective behaviour is configuration-specific.

Inspect the contribution across the distribution

A site may have many calm hours punctuated by strong events. Those events can look impressive while contributing less useful generation than expected if operating restrictions or demand limits apply. Use an appropriate power curve and explicit assumptions for unavailable or curtailed periods.

An illustrative energy table should show ordinary operating bins and the high-wind tail separately. This exposes whether the business case depends on a few poorly characterized hours rather than a well-supported recurring resource.

Make a decision that includes both questions

Proceed only if the resource case and the environmental suitability case are credible within the project's constraints. A strong energy estimate cannot compensate for unresolved equipment suitability, and robust equipment cannot create a wind resource that is absent.

Provide the supplier with the resource assessment and environmental design inputs as separate documents. Request confirmation for the actual offered configuration. If either evidence gap can change feasibility or cost materially, resolve it before using the site as the basis for an investment or procurement decision.
