Cross-Currency Wind Project Budgets: Assumptions & Timing

A wind equipment quote and local project costs may be stated in different currencies. Compare them through a transparent conversion record without changing the supplier’s original amount. A converted planning estimate is not a fixed future payment amount or a live exchange-rate quotation.

Preserve the original amount before converting it.

Currency basis, rate direction and timing explain a budget change that the equipment price alone cannot.

01 / Original amounts

Keep equipment and local costs in their own records.

Record each supplier’s amount, currency, quotation revision and validity.

Record each supplier’s amount, currency, quotation revision and validity. Keep transport, local work and other known costs separate when they have different currencies or timing. Do not overwrite the original quote with a converted number and lose the amount that was actually offered.

Trade.gov explains that values can change between agreement and payment when different currencies are involved. That general timing issue applies to budget records. Its US-exporter strategies are not adopted here as a currency choice, hedging recommendation or MARSTON payment policy.

02 / Rate direction

Name both sides of the conversion.

Write the rate as budget-currency units per one quotation-currency unit, or state the reverse explicitly.

Write the rate as budget-currency units per one quotation-currency unit, or state the reverse explicitly. Keep the rate source, date and whether it is an indicative planning assumption or an actual applied conversion. The word “exchange rate” alone does not establish the arithmetic direction.

For a planning rate stated as B units per Q unit, a quoted Q amount multiplied by that rate gives its B equivalent. If the supplied rate is Q per B, use the appropriate inverse treatment. Retain labels with the calculation to avoid silent reciprocal errors.

03 / Illustrative budget

Separate rate sensitivity from price movement.

Hypothetical arithmetic only: suppose an unchanged quote is 10,000 Q units and a planning rate is 0.80 B per Q.

Hypothetical arithmetic only: suppose an unchanged quote is 10,000 Q units and a planning rate is 0.80 B per Q. Its converted amount is 8,000 B. At a separate assumed scenario rate of 0.88 B per Q, it is 8,800 B.

The 800 B difference comes from the assumed conversion, not a changed supplier price. Q and B are invented currency labels; neither rate is current market information. These numbers say nothing about MARSTON prices, currency availability or future exchange movements.

04 / Payment timing

Match budget exposure to the stated milestones.

Retain proposed or agreed payment amounts and dates separately from quote issue and equipment delivery dates.

Retain proposed or agreed payment amounts and dates separately from quote issue and equipment delivery dates. Different instalments may be evaluated using different planning scenarios. The procurement team should identify which amounts remain uncertain rather than apply one unexplained rate to every future payment.

Record actual bank charges or other transaction costs only when supported, with their currency and scope. Do not assume a published indicative rate is the final amount received or paid. This page supplies no banking, financing or payment-term recommendation.

05 / Like comparisons

Use one declared basis for alternative offers.

When comparing bids, display original amounts alongside equivalents calculated on a common planning basis.

When comparing bids, display original amounts alongside equivalents calculated on a common planning basis. Record scope differences before treating the conversion as a price comparison. Two equal budget-currency totals can still represent different supplied equipment or excluded local work.

Use the technical bid guide to maintain the equipment boundary. Keep a change log separating quote revisions, rate changes and added scope so the source of a budget movement remains understandable.

06 / Decision uncertainty

Show scenarios without forecasting a rate.

Present a limited set of explicitly assumed rates and state their effect on the unpaid or otherwise defined amounts.

Present a limited set of explicitly assumed rates and state their effect on the unpaid or otherwise defined amounts. Keep the same original quantities and scope so the sensitivity is interpretable. A scenario is not a prediction or evidence that a particular currency is preferable.

For a MARSTON discussion, request the actual quotation currency, stated validity and payment basis for the identified equipment. Cross-currency project conclusions still depend on complete scope and justified energy value. No real-time rate, hedging service or financial advice is established here.

Engineering questions.

Should the original quote be replaced by a converted amount?

No. Show both, retaining the actual quoted currency and revision.

Are the example exchange rates current?

No. They use invented currency labels and illustrative rates.

What does B per Q mean?

It states how many budget-currency units correspond to one quotation-currency unit.

Can conversion changes alter an unchanged quote’s budget equivalent?

Yes. The original price and converted planning equivalent can change independently.

Does an indicative rate establish the final payment?

No. Retain the actual transaction basis and supported charges.

Does this page recommend hedging or a preferred currency?

No. It organises budget assumptions and explicit sensitivity scenarios.
