Wind Turbine Technical Tenders: Requirement Response Matrix

A technical tender response should show which requirement is being answered and what supports the answer. “Complies” without a configuration or evidence reference is difficult to assess. Keep the supplier’s response, buyer’s review and unresolved deviation as distinct records.

One requirement needs one traceable response.

Use a matrix to reveal incomplete answers and conditional commitments before treating a proposal as technically acceptable.

01 / Requirement identity

Give each clause a stable reference.

Retain the requirement identifier, source document, revision and exact scope.

Retain the requirement identifier, source document, revision and exact scope. Distinguish equipment characteristics from project duties and requested evidence. A clause about installation responsibility should not be answered only by a turbine datasheet.

NASA’s Systems Engineering Handbook illustrates requirement verification using unique identifiers and source references. This general traceability principle is useful here; NASA’s processes are not wind tender rules, local procurement law or evidence that an offered product is certified.

02 / Response states

Keep compliance claims and missing answers separate.

Use clearly defined states such as offered as required, offered with deviation, clarification needed or outside proposed scope.

Use clearly defined states such as offered as required, offered with deviation, clarification needed or outside proposed scope. Record the supplier’s wording and reviewer interpretation separately. A blank response should not default to compliance because another related clause was answered.

For example, an original row can contain requirement_id, supplier_response, offered_configuration, evidence_reference and review_status. These are project record fields, not a mandatory tender form. The buyer’s actual tender instructions determine the response format.

03 / Evidence scope

Check the document supports this specific answer.

Link the applicable drawing, specification or report to the offered version and the requirement it addresses.

Link the applicable drawing, specification or report to the offered version and the requirement it addresses. Confirm whether the evidence describes a component, complete assembly or site-level result. One document may support several answers, but its applicability still needs review at each relevant boundary.

An electrical output requirement cannot be resolved solely by a rotor diameter or generator photograph. A general standards reference is not a certification result. Use the standards-scope guide to separate a cited standard from product evidence.

04 / Deviation detail

Explain the difference and affected interfaces.

Record what is offered instead of the stated requirement and identify the affected equipment or duty.

Record what is offered instead of the stated requirement and identify the affected equipment or duty. Keep technical, scope and timing differences distinguishable. A deviation can require a buyer decision even when the supplier believes the alternative is suitable.

Do not silently substitute a larger turbine rating or different converter option and keep the original compliance status. Retain the proposed change, evidence and effect on the requested service. Any revised requirement should come from the responsible tender or project party.

05 / Review ownership

Track conditional and unresolved responses.

Assign an owner and next review action for each material open item.

Assign an owner and next review action for each material open item. Identify the missing information or decision needed to close it. A supplier reply can clarify a point without proving the requirement is met; closure should reflect the actual evidence and buyer’s review.

Preserve response revisions so the offered configuration and matrix remain aligned. If a controller or converter changes, reassess clauses affected by that equipment rather than carrying all previous states forward. The matrix should describe the current offer, not a mixture of versions.

06 / Bid decision

Retain a readable technical conclusion.

Summarise accepted responses, approved differences and outstanding conditions under the buyer’s declared process.

Summarise accepted responses, approved differences and outstanding conditions under the buyer’s declared process. Separate this technical conclusion from commercial selection and local approvals. A completed matrix is an assessment record, not automatic permission to install or operate.

For MARSTON, provide the actual requirements and requested supply boundary. Current model ratings do not establish certification, standard output voltage or complete-system compatibility. Specific clauses can be discussed against available equipment information without inventing compliance statements.

Engineering questions.

Does “complies” by itself prove a requirement?

No. Identify the offered configuration and applicable supporting evidence.

Is the matrix a product certification?

No. It is a requirement-response and review record.

Can one report answer every tender clause?

Only within its actual scope; map each claimed use to the addressed requirement.

How should an unanswered clause be handled?

Keep it unresolved and assign a clarification rather than assume acceptance.

Does a component change affect existing responses?

Review clauses linked to the changed equipment and configuration.

Who accepts a proposed deviation?

The responsible buyer or project authority under the actual tender process.

Technical enquiry

Bring your project information to the discussion.

A technical tender response should show which requirement is being answered and what supports the answer. Share the available information and the equipment scope you want reviewed in a technical quotation.
